Dr. is sending me to get a “pain management” shot three weeks after an injury. Is he being responsible?

Question by Jared M: Dr. is sending me to get a "pain management" shot three weeks after an injury. Is he being responsible?
Basically what happened was that I felt a "pop" in my rib cage about three weeks ago and was told that I may have torn an intercostal muscle. The pain has been horrible. I can barely do anything (to include getting dressed and other simple tasks) without having to take a break because it hurts so much. Three weeks later I am in the same amount of pain, but (since I'm scheduled to go to Iraq on Jan 2nd) the doctor wants me to go get a "pain management" shot (anesthetic and cortisol I guess) instead of ordering more tests to try to actually figure out what may be wrong. In his words "the pain will still be there, you just won't feel it." It seems like he's jumping the gun because of my deployment and I'm worried about futher injuring myself when I get out there and start running around with 50lbs of gear.

I have gotten x-rays, a CT scan, and a bone scan. All normal. I guess in his thinking that means that there's nothing else that can be done.
